The NCR will refuse to let you work with them and the Legion will become permanently hostile. I can literally be Idolized by the NCR (and Vilified by the Legion) and then complete the Lonesome Road DLC to fix that by only nuking the NCR. Same thing if you're Idolized with a faction. You can do some specific actions or even a single specific action to jump up to an "Soft-Hearted Devil" or even "Wild Child" to the Legion, despite being Vilified before so, and thusly the Legion will be friendly toward you (not necessary allied with you). FYI: They are only an enemy to you if you have barely any Positive but a full Negative bar. New Vegas has a very terrible Faction-Rep system simply because the Negative and Positive Attributes aren't on the same bar. I actually manage to go from being an enemy to the Brotherhood of Steel and Legion to being Neutral toward them, allowing me to freely hang out with them and well do stuff for them again. It is totally possible to go from being the "enemy" of a faction to being "neutral" to them. You only get content cut-off when you kill specific people, not make them mad. Making someone mad will cut off content - and you *will* make people mad because you'll have to take sides at some point in the game. Doing something stupid will cut off content.
